Hello Bratva. received this device assembly quality normal only potentiometers are not very good to move the current jumps you need to change them. Measures from 1.25 volts to 25.3 V. 9 days to Voronezh. Looks like in the photo, checked-it works. I use 4v 4.5A to power the LED, it does not heat up when 19V is powered.

Arrived in a week. The input and output capacitors are confused. Thermal gaskets between radiators and power elements stand. The output voltage and current are slightly dependent on the input, but generally stabilize. Noise is not noticeable. Heating during long-term operation with current 5A is tolerable. 6A is already hot. This converter pulls the load 3-4 times more than the right.
